Message from Chairman
Public Financial Management Reform Program (PFMRP) has been highlighted as the key for Public Administration Reform, which is one of the four reform areas in Good Governance that forms the core of the Rectangular Strategy. An effective and efficient public financial system will improve fiscal and economic management to ensure sustainable growth, which is a crucial element for development and poverty reduction.
The PFMRP is a comprehensive and long term reform program with ambitious vision to improve Cambodia public financial management system to international standard level through four Platforms: (i) improving budget credibility; (ii) improving financial accountability; (iii) improving budget policy linkages; and (iv) improving performance accountability. The scope of this program covers areas of activities that include budget formulation and execution, budget monitoring and evaluation, revenue policy and administration, and human resource development and management.
The PFMRP was launched in December 2004 by Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, and has begun implementation in early 2005 with the successful execution of Platform I, which focuses on improving budget credibility through enhanced revenue collection, budget procedures and processes, and the introduction and expansion of the use of the banking system, especially with the establishment of treasury single account (TSA), in order to improve cash management. Thus far, the program has relieved the government from a chronic cash shortage to a cash surplus situation of budget operation within just a few years. Furthermore, the success of Platform I provided the necessary foundation for the program to move toward improving financial accountability of Platform II, which was launched in December 2008.
Platform II, where the program is in right now, is more complex and challenging with the goal on building upon improved budget credibility toward achieving better financial accountability. Certain components of the system demand many procedural changes and also require additional institutional and structural changes, such as the introduction of new financial and accounting reporting formats, the Financial Management Information System (FMIS) as well as the strengthening of human resource development and management. After two years of implementation, the program has become more focused and streamlined to provide a strong foundation for future public financial management reform.
Finally, we would like to emphasize our strong and unwavering commitment to achieving the reform strategy and vision. In all of our actions, we strive to ensure an effective and efficient public financial management system with transparent and clear accountability for the sole purpose of national development, especially poverty reduction for the people of Cambodia.
