H.E. ROS SEILAVA, is currently an Under Secretary of State of the Ministry of Economy and Finance, the Secretary General of the General Secretariat of the PFMRP Steering Committee and also Member of the Supreme National Economic Council (SNEC). He also serves as Chairman of the Board of Directors, Rural Development Bank of Cambodia.

H.E. ROS SEILAVA, received his BA in Social Science from Penza’s Institute of the Pedagogy, the former USSR, in 1987-1992. In 2002, he obtained his Master of International Affairs (MIA) in Economic Policy Management from Columbia University, New York, USA. Previously,  he worked as Mechanical Technician and Laboratory at Power Plant under the Ministry of Industry, Mines and Energy from 1985-1987. Since 1994, he joined the Ministry of Economy and Finance; first as Financial Controller and then as Deputy Director of Economic and Financial Policy Planning and Monitoring Unit form 2002-2005, and as Director of Department of Economy and Public Finance Policy from 2005-2006. Later on, Mr. Ros was appointed as Deputy Secretary General up on his return from the World Bank where he serves as an Advisor to the Executive Director during 2006-2008. From 2013 until now he was promoted to be the present position.

 

H.E. PEN Thirong, is currently a Director General of the General Department of International Cooperation and Debt Management of the Ministry of Economy and Finance (MEF), and a Deputy Secretary General of the General Secretariat, Steering Committee of the Public Financial Management Reform, who leads the preparation of draft rules and regulations for managing public investment projects. He is also a Director for Cambodia at the Board of Directors of the ASEAN Infrastructure Fund (AIF), and an Advisor to the Board of Directors of the Asian Infrastructure Investment Bank (AIIB) for Cambodia, Indonesia, Myanmar, Lao PDR, and Sri Lanka.

H.E. Pen Thirong received, in 1991, Bachelor Decree in Trade Economics from the Economic Science Institute (now renamed to "National University of Management"), Phnom Penh, Cambodia. In 1997, he obtained his Master in Financial Economics from University of London, England. In 2005, he also held another Master Degree in Business Administration from the Ateneo De Manila University, Graduate School of Business, Manila, Philippines. In late 1991 to 1994, he started working as an Accountant in the Provincial Department of Commerce under Ministry of Commerce. In 1995, he joined the Ministry of Economy and Finance as a Financial Officer and then as a Chief of ADB Unit in 1996-2000 and was a deputy director of department of investment and cooperation in 2000-2001. Later, H.E. Pen Thirong was appointed as the First Deputy Director, Department of Investment and Cooperation upon his return from the ADB where he served as an advisor to ADB’s Board of Directors, Manila, Philippines, during 2002-2005. H.E. Pen Thirong used to serve as a Head of Technical Secretariat for Public-Private Partnerships (PPP) in MEF and played an active role in negotiation process for establishing AIIB while he was a Deputy Director General of the General Department of Budget. From 2016 till now, he has been promoted for the present position.

 

H.E. Meas Soksensan , is a Cambodian citizen and was born on October 12th 1976 in Cambodia. He was appointed as Secretary General of the Ministry of Economy and Finance on May 27th 2016. In addition he was also appointed as Deputy Secretary General of the Public Financial Management Reform General Secretariat, where he joined this Ministry since 2013.

H.E. Meas Soksensan previous appointments were Deputy Secretary General of the Ministry of Economy and Finance (2014-2016); Assistant to the Minister of Economy and Finance (2013-2014); Director of the International Cooperation Department, Ministry of Foreign Affairs and International Cooperation (2011-2013); First Secretary at the Royal Embassy of Cambodia to France (2007-2011).

Prior to this, he served as Deputy Director of the Protocol Department, Ministry of Foreign Affairs and International Cooperation (2006-2007). He also held posts including teaching Business at Private and Public University (2001-2005); Bureau Chief of Privileges and Immunities, Protocol Department, Ministry of Foreign Affairs and International Cooperation (2003-2006); Official at the Legal and Consular Department, Ministry of Foreign Affairs and International Cooperation (2002-2003); and Official at the Francophone Department, Ministry of Foreign Affairs and International Cooperation (2001-2002).

H.E. Meas Soksensan holds a degree in Economic Sciences and Management as well as a Master’s in Economic Science from the Lyon 2 University, France. He also has attended in some several short training courses such as Public Expenditure Financial Accountability (PEFA) 2016 Training, Hungary; French course for ASEAN Diplomats, Singapore (2012); Public Policy Design, Implementation and Evaluation : Regional Perspectives(2011); Laws and International Negotiation Skill jointly funded by the European Union and the Ministry of Foreign Affairs and International Cooperation (2007); Young Leaders Programme for Sustainable Development, Kangwon National University, Chuncheon, Republic of Korea (2006); Guest at the Federal Foreign Office of Germany for International Diplomats training program, Federal Republic of Germany (2005).

 

H.E. Luyna Ung Deputy Director, General Department of Budget, and Deputy Secretary of Public Financial Management Reform Program, Ministry of Economy and Finance (MEF), Cambodia

H.E. Luyna, a Cambodian national, joined the MEF in 2004 and has held a variety of positions in the Department of Economic and Public Finance Policy. He has involved in research activities on development issues including macroeconomic policy, agriculture, poverty, development policy and strategies of the Royal Government of Cambodia. Since 2013, he has been promoted to Deputy Director of General Department of Budget. In 2015, he was additionally appointed as Deputy Secretary of Public Financial Management Reform Program in charge of policy.

H.E Luyna holds a graduate master degree in Economics of Development from the Australian National University.

 

Mr. BOU VONGSOKHA , joined the Ministry of Economy and Finance in 1996 and is currently the Deputy Secretary General, General Secretariat of PFMRP Steering Committee and also the Deputy Director General, General Department of Finance for Sub National Administrations.

Mr. Sokha’s current work is more focusing on the coordination between 2 Reform Programs: Public Financial Management Reform Program (PFMRP) and the Decentralization and Deconcentration Reform Program (D&D).

Mr. Sokha got his Master of International Business (MIB) from University of Western Sydney, Australia in 2000.

 

Mr. YETH Vinelis a Deputy Secretary-General of General Secretariat of Public Financial Management Reform Steering Committee (GSC) and Deputy Secretary-General of Ministry of Economy and Finance (GS MEF).

Mr. YETH Vinel received his BA from the National University of Management, the former National Institute of Management, Cambodia; his postgraduate diploma of Business Administration from Massey University, New Zealand; and his MBA from RMIT University, Australia. For professional training program, he completed and received certificates such as the Framework for Public Expenditure and Financial Accountability (PEFA) from PEFA Secretariat, Public Financial Management in a Changing World from Harvard University, Public Sector Financial Reform Program, and Governance and Public Administration Program from Civil Service College,

Prior to joining the government, from 2008-present, YETH Vinel supported work at the Supreme National Economic Council (SNEC) in the study and analysis of Governance Policy areas. In addition, he has professional experiences in the budget formulation, and guideline preparation on budget strategic plan (3 Years Rolling Plan), program budgeting, budget entity, and budget classifications; specifically, training to trainer for trainees to budget officials from line ministries.

Currently, YETH Vinel was promoted to be present position. With respect to his roles, at GSC, he manages and controls administrative work, finance to support the public financial management reform program, and monitoring and evaluation all projects under PFMRP and public financial management system in Cambodia. Furthermore, at GS MEF, he involves with the BSP preparation, budget process (formulation, execution, monitoring, and evaluation), and performance management.

 

Born in Takeo Province in 1982, Mrs. Tep Borita was enthusiastic in all subjects during secondary education. She started her first career in Telecommunication Sector in 2003 as Secretary to Vice Managing Director and then promoted to be Accounting Supervisor. Eagerness to extend knowledge in Public Sector, Mrs. Borita was contracted under Ministry of Public Work and Transportation (MPWT) and Ministry of Commerce (MOC) in the position of Assistant Project Manager and Project Accountant respectively under World Bank Finance Projects in Cambodia.

Currently, Mrs. Borita is an Official of General Secretariat of Ministry of Economy and Finance and the Financial Controller of General Secretariat, Steering Committee of the Public Financial Management Reform (GSC), responsible for supporting and monitoring all aspect related to accounting and financial management of the Public Financial Management Reform Program (PFMRP).

Mrs. Tep Borita is specialized in Accounting, Finance, Management and Procurementin her 15 years work experience. She received, in 2002, Bachelor of Business Administrative (BBA) in Accounting from the National Institute of Management, now known as National University of Management and in 2008, Master of Business Administration from Pannasastra University of Cambodia.

 

MR. OUCH SOPHORN , currently works as a Monitoring and Evaluation Project Officer at General Secretariat of Public Financial Management Reform Steering Committee (GSC).

Mr.SOPHORN received his Master’s Degree in field of National Economy from Capital University of Economics and Business, People Republic of China, as well as Bachelor Degree of Business Administration in field of Economic-Business from National University of Management, and Bachelor of Art in Teaching English as Foreign Language from Build Bright University. Previously, he worked as a part-time lecturer of Economics at Build Bright University, Battambang Branch, from the late of 2013 to mid 2014.

Later on, he involved in the public financial management reform program since mid 2014 and worked as a specialist in the Revenue Division of GSC. From 2016 until now, he was promoted to be the present position.

 

Mrs. Sokun Chakriya  is currently a Senior PFM Specialist of the General Secretariat of PFM Reform Steering Committee (GSC). Prior to this, she was Head of Deposit Department, Head of Marketing and Sales Department, and Financial Service Relationship Manager in Banking and Finance sector. In the early stage, she worked as an accountant of DANIDA project attached with Ministry of Land Management, Urban Planning and Construction.

With more than 10 years of professional experiences, Mrs. Sokun has built a solid foundation of skills and expertise in product’s innovation and development, capacity building, policy development, project management, budgeting and planning, business process (for banking product such as E-Transfer, E-Deposit, and E withdrawal), risk management and internal control, and leadership. In addition, she had many years of lecturing experiences in accounting and marketing major for some reputable universities in Cambodia.

Chakriya graduated with a master degree in International Marketing and Business Development from SKEMA Business School in France (under a scholarship funded by French Government) in 2009 and another master degree in Management from Royal University of Law and Economics (RULE). Initially, she also earned two bachelor degrees, a Licence des Économiques and de Gestion credited by Université Lumière Lyon II (France) and a Bachelor of Business Administration from RULE. Besides, she attended many professional trainings and workshops from various countries such as Public Expenditure Management Network in Asia (PEMNA), Budgetary Reforms, Financial Management Manual and Monitoring and Evaluation System in Republic of Korea, Capacity Building for Public Financial Manager in United Kingdom, Experiences in Public Financial Management in Singapore, and Monitoring and Evaluation in the Public Sector in Malaysia.

 

Mr. POM LAIHENG is currently a PFM Specialist of General Secretariat of Public Financial Management Reform Program Steering Committee and also public official at budget and planning office of Secretary General of Ministry of Economy and Finance.

Mr. Laiheng received his BA in Finance and Banking from National University of Management, Cambodia, in 2010. In 2013 he obtained his Master of Commerce in Finance from Osmania University, AP, India. Currently, he is doing professional accounting course (ACCA) at CamEd Business School. Previously, he worked as Finance Official at Finance Department of Ministry of Education Youth and Sport from 2013-2016 in charge of coordinating PFMR and consolidation of budget preparation and execution of the ministry. From early 2016 until now he moved to Ministry of Economy and Finance and served as the current position.

 

Mr. YORN Malimchheng, is working as Budget Officer at GSC. Previously, He had worked at Banking and Financial Sectors as Assistant to CEO in position of Deputy Department, Administration and Finance Director at Phearum Construction Co., Ltd, Former of BOD member of TPLS Consulting Solution Co., Ltd, Inspector Official in Ministry of Economic and Finance, and Senior Specialist of Budget Execution Division at GSC. In the last few year, he is lecturer on subject Finance and Analysis on Financial Statement at Cambodia Mekong University and Cambodia-Japan Corporation and a Mentor that lead Cambodia team win in international competition such as the Global & WIPO Winner on 2014 Global Enterprise program in Australia, and 1st and 2nd place of Regional Business Competition in both 2016 and 2017 in Laos and Cambodia. In the last program, He leaded Cambodia team to win number 1 in Global Youth Enterprise Challenge in Japan in 2017.

He graduated from Université de Nantes with Master of FINANCE ET AFFAIRES INTERNATIONALES and Master of Risk Management in Insurance, Banking and Finance and bachelor degree of Economics Development Science at University of Law and Economics, bachelor degree in Finance and Banking at Cambodia Mekong University and Diploma of Public Administration at École Royale d'Administation (ERA). In the last few year, he has achieved many awards and prizes in international and national competition such as Bronze Medal Award in Regional Mckinsey Mekong Business Plan Challenge 2012 and Silver Medal Award two times in National Business Competition 2010 and 2011.

 

Mrs. Hun Chhum Visachara is currently as Account Assistant of General Secretariat, Steering Committee of the Public Financial Management Reform. Previous to this she worked as Billing Coordinator at DFDL, Law & Tax Firm and was an assistant to the financial controller of Foods & Beverage Solutions. She was a credit officer of Cambodia Shinawatra Co., Ltd.

She obtained her Master Degree in Business Management (MBA) in 2006 from University of Cambodia (UC) and in 2000 she graduated with her Bachelor Degree in major of Economics Science from Royal University of Law and Economics (RULE). Beside that she attended the training on public procurement at UNDP in Spain.

 

Mr. CHHUN MARDY is working as a specialist in charge of Innovation and Dissemination to Innovation, Dissemination and Capacity Building Division at General Secretariat of Public Financial Management Reform Steering Committee. Prior to this, he has worked as a Human Resource and Capacity Development Officer at Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC). Moreover, he was a member of Khmer Writer Association in 2005 and a member of Assistant Team for Trade Promotion Exhibition (Showcase Malaysia 2013).

He holds a bachelor degree of economic degree majoring in Development Economics from Norton University. I addition, has finished a certificate of a training course on RBM from NIDA in Thailand and a certification of Public Financial Manager from civil Service College in UK.

 

Mr. LEM SOKHENG is currently an Assistant to Specialist Budget Execution Division of General Secretariat of the PFMRP Steering Committee.

Mr. Sokheng was an experienced tax and accounting consultant with a degree in accounting and finance and pursing ACCA qualification at CamEd Business School. He has years of work experience with VDB Loi in Cambodia, where he was responsible for relations with the management entities. He has advised on tax and accounting structure planning for large property projects, on employee benefits, and has conducted tax due diligence on several major acquisitions in Cambodia. He has worked with a wide variety of clients, focusing particularly on the factory and insurance industries.

 

Mr. ROS DALIN, currently is working as specialist in Tax Revenue Division of General Secretariat, Steering Committee of the Public Financial Management Reform (GSC). He had started working here since 2017. Prior to this, he experienced 4 years (2014-2017) in financial and banking sector, especially related to accounting and finance, financial statements preparation, report to National Bank of Cambodia (NBC) and tax preparation to General Department of Taxation. Besides, he also participated in social activities such as: participated in promotion Gender and Good Governance in Community, Research and Debate in Environment and Climate Change as well as volunteering as English teacher etc.

Mr. ROS DALIN graduated bachelor’s degree in Business Management from National Institute of Business. In addition, he also participated in training courses and workshops on different topics related to public financial management such as: Framework for Public Expenditure and Financial Accountability (PEFA) from PEFA Secretariat, SMEs Management of Tax Administration in Malaysia, Public Financial Management for Developing Countries in China, Public Financial Management Reform in Philippine and Performance Management and KPIs in Malaysia.

 

Mr. METH Ramorn is a PFM Specialist to Policy and Budget Formulation of the General Secretariat of Public Financial Management Reform Steering Committee.

He was conferred a Bachelor’s Degree in Economics majoring in Economic Development, by Norton University. His overseas training stints relevant to Public Sector Management include Singapore, Thailand, China and Korea. From 2013-2017 he was an Aid Coordination Officer managing World Bank and IMF in the Cambodian Rehabilitation Development Board of Council for the Development of Cambodia (CRDB/CDC). He also joined the Embassy of Malaysia to help execute their Trade Promotion Exhibition in 2013 (Show Case Malaysia).

His greatest desire is to be able to see the day when the basic needs of every Cambodian citizen are fulfilled.

 

This is Miss. PHENG Sokmai. She graduated with two different Bachelor’s degrees which are Bachelor of Accounting from Royal University of Law and Economics in 2015 (granted scholarship from Ministry of Education, Youth and Sports) and Bachelor of Education (in English) from Institute of Foreign Languages, Royal University of Phnom Penh in 2017. She is very dynamic in learning both soft and technical skills which have shaped her to be practical in various fields of works. She started her first job as a Part-Time Teacher of English for over 3 years (2013-2015) while being a student. During her academic years, she has volunteered at AIESEC, the world largest not-for-profit youth organization, where she has built herself with professional soft skills for about 2 years (2014-2015) by running and managing projects related to Education and Culture to help the society as well as being in charge of recruiting and developing youths.

She has changed her career path from private to public sectors when she passed to be an Official of Ministry of Economy and Finance in 2014, working at Municipal Department of Economy and Finance. In 2015, she earned a Certificate as The Trainer of Training on Public Procurement from Ministry of Economy and Finance. At the same year, she, Institution Representative, was elected as a Member, of Union Youth of Federations of Cambodia (UYFC). Besides, she used to be a Liaison Officer of the World Economic Forum on ASEAN 2017 that was held for the first time in Cambodia. In late 2017, being interested in Public Financial Management Program, she joined General Secretariat, Steering Committee of the Public Financial Management Reform to be a Specialist.

Currently, Miss. PHENG Sokmai is Specialist Assistant of Policy and Budget Formulation Division at General Secretariat, Steering Committee of the Public Financial Management Reform and a Procurement Controller at Municipal Department of Economy and Finance. Mrs. Suntearak Soriya is currently an Administration Office of General Secretariat, Steering Committee of the Public Financial Management Reform (GSC) responsible for administration, logistic, and information technology under the Public Financial Management Reform Program (PFMRP).

Mrs. Suntearak Soriya has more than 10 years experiences in administration, procurement, logistic and management. She started her first job in 2006 as Administration and Personnel Assistant at Lutheran World Federation and her last position was Administration Manager at CARE Cambodia.

 

 

 

 

 

Ms. SENG Kagna currently working as Administrative Assistant in General Secretariat, Steering Committee of the Public Financial Management Reform (GSC).

She holds a Master's degree in physics from Sogang University, South Korea; Bachelor of physics from Royal University of Phnom Penh; And a Bachelor of Arts degree from the University of Asia Europe.

Beside her hard skill, she gained work experiences as administrative officer at IT Centre and a lecturer, Physics and Computer Application of Royal University of Phnom Penh, and procurement officer and finance for sub-project from Higher Education Quality and Capacity Improvement Project (HEQCIP), World Bank Project, Royal university of Phnom Penh.

 

 

 

 

Mr. Chan Phanna, is currently an IT officer of the General Secretariat, Steering Committee of the Public Financial Management Reform (GSC), Ministry of Economy and Finance.

Mr. Phanna received his BA in Computer Science and Engineering from Royal University of Phnom Penh (RUPP), in 2005-2009. He worked as Laboratory Assistant at RUPP from 2007-2009. After that he worked as Chief of Online Charging System (OCS) at Metfone Company and as ICT Service Support Officer at Council for the Development of Cambodia from 2009-2016. From 2016 until now he is working as IT officer of General Secretariat, Steering Committee of the Public Financial Management Reform (GSC), Ministry of Economy and Finance.

 

Mr. Makara, fully obtained a degree of BA majors in Accounting & Finance from Economics and Finance Institute in year 2009. In 2012 he gradually graduated a Master Degree of Education of English Language from the Western University. Moreover, he had also pursued his Doctor Degree in Minister from the United States of America majors in Accounting & Finance in 2018. Previously, his career was a private lecturer of university from 2009-2013.Since then, he worked for the Ministry of Tourism as an Accounting & Administrative Officer in Department of Accounting and Finance and he transferred to Department of Administration and Finance, General Secretariat of Ministry of Economy and Finance.

Lately, in January 2016, Dr. Makara was selected and dully promoted as a Senior Specialist, Tax Revenue of General Secretariat of the PFMRP Steering Committee (G.S.C.) to the present time.
